Preparing for the Global Transition to Electronic ATA Carnets (eATA Carnets)

 

The Chamber recently held a special webinar briefing on the eATA Carnet and the global transition from paper-based to digital ATA Carnets commencing from 1 June 2026.

 

The session provided participants with an overview of the eATA framework, a demonstration of the digital platform, and key operational considerations for Carnet movements to territories affected by the transition.

 

Key takeaways from the session included:

🌐 Countries such as Switzerland, the EU, the UK, and Norway are moving towards digital processing to enhance efficiency, security, and user experience for businesses and Customs authorities.

📄 During the transition period, paper and digital Carnets will operate in parallel. As not all countries are digitally ready, Carnet holders will need to carry both formats when travelling between digital and non-digital territories. Singapore will continue operating with paper Carnets until full global implementation is achieved, currently targeted for end-2027.

📱 Users will need to familiarise themselves with new digital procedures via the ATA Carnet Mobile App, including generating QR codes, preparing declarations, and presenting them for Customs endorsement before travel.
