The Chamber hosted a briefing by the Ministry of Manpower (MOM) on its Complementarity Assessment Framework (COMPASS) on 27 July 2023. Given COMPASS will come into effect from 1 September 2023, this briefing was designed to help members better understand the framework and enable them to ask questions.

From September this year Employment Pass (EP) applications will involve a two-stage eligibility framework: stage 1 is meeting the qualifying salary and stage 2 is passing the points-based COMPASS framework. MOM will shortly release two guidebooks – Shortage Occupations List (SOL) Employer Guidebook and COMPASS Guidebook – to help businesses better navigate the EP application process with ease and certainty.

MOM delivered a very informative presentation that provided a recap of COMPASS as well as recent updates on the framework. This was followed by the Q & A segment. Most questions were on the use of the framework.
