eATA Carnet: Global Transition from Paper to Digital (Special Briefing by SICC)

The International Chamber of Commerce (ICC) has announced that the global transition to the electronic ATA Carnet (eATA Carnet) will commence on 1 June 2026.

 

From this date, the following four customs territories will begin operating under the ICC eATA system:

  1. European Union (EU)
  2. United Kingdom (UK)
  3. Norway
  4. Switzerland

 

From 1 June 2026, Carnet users travelling to these territories should expect a gradual transition towards hybrid procedures, as digital tools are introduced alongside existing paper-based processes. This may include the use of the ICC eATA digital platform and mobile application.

 

During this transition period, implementation may vary across customs points. Users are therefore strongly advised to continue carrying the physical ATA Carnet booklet and to familiarise themselves in advance with the ICC ATA Carnet app.
