Some of the old HDB blocks have individual refuse chutes. These rubbish bins are usually removed individually and carted away to the bin centre where the refuse are consolidated and the refuse removed using the refuse trucks. The Town Councils' workers sweep the common areas such as common corridors, lifts and lift lobbies daily. Would it be possible for a mobile Apps to be developed to allow volunteers in the block to sign up to supplement the work and help keep the block clean so as to take charge of the cleanliness of their own common corridor space. A reward and recognition system could be included with the Apps to incentivise.
